It is up to the buyer to determine any legal issues with buying this product. These are new (old stock) and it is assumed that the buyer is familiar with the expectations of their local laws. These will be carefully packed and quickly shipped. I do not personally test each light bulb. However, they have been carefully handled since I have had them, but since they are an older item I cannot guarantee fully that they each work for their advertised time. My packing process is quite extensive - it includes wrapping each 4-pack in several layers of plastic wrap, then a complete layer of bubble wrap. Prior to adding them to the boxes for shipment often additional bubble wrap, cardboard and other packing materials may be used to ensure the best chance for safe travel. (See pictures for examples) Check out my feedback to see some of the responses to the shipping. Cost for shipping includes the time and materials to ship this fragile product to you. After much searching t here are NO Recalls on these items and they do not pose a safety hazard. Their efficiency has been determined to not be up to the standards for today and recent legislation has made finding them very difficult.
